The Department of Legal and General Affairs through the Department for Normative Affairs and Bodies of the Company prepares and delivers all materials arising from the operation of the management and supervisory bodies of AD " Power plants of Macedonia", state owned - Skopje, and from the operations and The Board of Directors and the Supervisory Board.
The Department for Normative Affairs and Bodies of the Company prepared materials for 85th meetings of the Management Board of AD ELEM - Skopje in the period from 1 January 2015 to 31 December 2015.

The Board of Directors of AD ELEM Skopje adopted several decisions, concerning the materials under its competence, among which are the  following ( in chronological order):

• Draft-Decision on Amending and Supplementing the Statute of AD ELEM;
• Decision for adoption of the Financial Plan of AD ELEM for 2015;

• Decision on conducting a regular inventory of assets, claims and liabilities of AD "Elektrani na Makedonija", state owned, Skopje for 2015 and establishment of a Central Census Commission;
• Decision on the adoption of information on the project "Purchase of mining equipment for the needs of PE Mines - REK Bitola" with a request for decision on borrowing of AD ELEM-Skopje with a sovereign guarantee with international financial institutions;
• Decision on adoption of a Production Plan for meeting the electricity needs of AD ELEM for 2016;
• Decision for adoption of the Annual Investment Program for 2016;
• Decision for adoption Report or bases for analysis of the possibilities for supply of thermal power plants in REK Bitola with coal from the mines in REK Bitola in the next 10 years;
• Decision for adopting a decision on concluding a loan agreement with KfW Bank (KfW) for financing the project "Toplifikacija Bitola, Mogila and Novaci";
• Decision for adoption of the Annual Public Procurement Plan for 2016;
• Decision for adoption of an Action Plan based on the report of the Supervisory Board for improvement of the work of AD ELEM.

The Management Board, in accordance with its statutory and legal competences, reviewed the monthly and annual reports on the operations of the subsidiaries of AD ELEM-Skopje, as well as the quarterly and annual reports of the companies founded by AD ELEM - Skopje (FOD DOOEL Novaci, FORT DOOEL Oslomej, ELEM Toplifikacija DOOEL Novaci, ELEM TOURS DOOEL Skopje, ELEM TRADE DOOEL Skopje).

The Sector for Legal and General Affairs through the Division for Normative Affairs and Bodies of the Company during the course of 2015 prepared materials for the 15th meetings of the Supervisory Board of AD ELEM - Skopje, where decisions were made for which the Supervisory Board gives prior approval, in accordance with The Law on Trade Companies and the Statute of the Company. In addition, the Supervisory Board conducted regular review of the reports on the operations of the sectors in AD ELEM-Skopje and other materials for which it is competent to act.
All minutes of the meetings of the Managing and the Supervisory Board were prepared In the Sector for Legal and General Affairs, and 22 official messengers of AD Elektrani, state-owned - Skopje, were prepared and published.

The General Affairs Service, in order to better control the costs of fuel, this year prepared a standard for average fuel consumption for all vehicles in the fleet of AD ELEM - Skopje, Headquarters. In the case of an increase in the consumption of some of the vehicles, the norm will be a reference for assessing whether consumption is within the normal allowable values.
In accordance with the procedures of the Occupational Safety and Health Standard, OXAS 1801 (OHSAS), drivers are informed of the safety instructions.
The General Affairs Service, in accordance with the Procedure for archival work of AD ELEM, and for the purpose of more efficient implementation, introduced deadlines for all departments in the Directorate, whereby every document that enters the archive, besides the corresponding archive sign, will be marked with the deadline for storing the document. This facilitates the procedure for the processing of documents in accordance with their shelf life.
A plan for archive signs, a list of archive material and a list of materials with storage deadlines for 2016 was submitted to the State Archives of the Republic of Macedonia. The lists and plans were approved.
In the area of ​​defense, protection and rescue, and crises in this period, several activities have been undertaken, among which more significant are:
- Annual Plan for work with defense documents for 2015, approved by the Director General, has been prepared
- Annual Plan for work with documents and protection and for 2015, approved by the Director General and the Assistant Director for Legal and General Affairs, was prepared,
- military electro energy  balance for 2015 and other necessary documents was prepared,
- basic training of staff for protection and rescue was held (Headquarters and subsidiaries),
- Training for classified information of the holders of a safety certificate was held in cooperation with experts,
- training of the universal protection and rescue units was held upon prior consent from the Director General and the Assistant Director for Legal and General Affairs,
- Preparation, organization and maintenance of trainings for the following systematic teaching: protection of employees, basic trainings at protection and rescue headquarters, basic training of protection and rescue units, training of universal units for protection and rescue, training for classified information in The Directorate and the subsidiaries of AD ELEM - Skopje, in cooperation with the Directorate for Protection and Rescue of the Republic of Macedonia,
- necessary documents have been produced and trainings for the holders of the security certificate of AD ELEM - Skopje have been organized.

 

The total number of employees in AD ELEM-Skopje, as of 31.12.2015, is 4,772 full-time employees and 302 employees employed by the Agency for Temporary Employment.
The number of employees in the Directorate and the subsidiaries of AD ELEM-Skopje, as of 31.12.2015 is as follows: subsidiary HES "Mavrovo" -Gostivar - 349 employees, subsidiary HES "Crn Drim" -Struga - 216 employees, subsidiary HEC "Tikvesh" - Kavadarci - 91 employees, subsidiary HES "Treska" -Skopje - 94 employees, branch REK "Bitola" - Novaci - 2,720 employees, subsidiary REK "Oslomej" - Oslomej - 974 employees, subsidiary "Energetika" - Skopje -151 employee, and Directorate-Skopje-177 employees.

According to the level of education, most employees or 41% are with IV grade secondary school; 25% of employees are with a III degree secondary school in occupation; 11.25% are PK workers with II degree; 10.39% are with VII / 1 degree or higher education; 5.4% are unqualified employees with I degree; 2.95% are with VI degree of higher education; 2.58% are V-level highly skilled workers; 1.34% are with the VII / 2 degree of Masters and 0.1% of the employees in the Society are VIII PhDs.

According to age, the largest percentage of employees, i.e. 41.26%, are at the age of 46-55; 22.34% are aged 56-64; Aged 36-45 years are 21.65% of employees; At the age of 26-35 years are 13.16%; Up to 25 years old are 1% and over the age of 64 are 1% of the employees.

According to the gender structure of AD  ELEM-Skopje, the largest number or 4.158 employees, i.e. 87% are men and 614 or 13% are women.
